Harbour Offices, Belfast
The Belfast Harbour Commissioner’s Office, a Grade A listed Italianate palazzo built between 1852 and 1854 to designs by George Smith, overlooks Clarendon Dock from Corporation Square. In 2021, Consarc Conservation updated a previous 2009 condition survey, using a mobile hoist to inspect the stonework and original windows, identifying defects that required urgent attention. Following board approval, Consarc was reappointed in February 2022 to prepare tender documentation, manage procurement and oversee the restoration. The works included high-priority stone repairs, repointing, reglazing and full refurbishment of sliding sash and casement windows, which were draught-sealed to improve comfort and thermal performance, with secondary glazing added at ground floor level to enhance sound insulation ahead of nearby redevelopment.
Additional works involved refurbishing rainwater goods and restoring the Harbour Office’s historic clock face, a well-known feature of the Belfast skyline. The building remained fully operational throughout, with internal protections minimising disruption. As lead conservation architect and contract administrator, Consarc coordinated with the client and contractor, chaired monthly progress meetings, and carried out regular inspections to ensure quality and authenticity. The completed works secure the building’s role as a functional and resilient centrepiece of Belfast Harbour.
